The draft of the City of Center Point and Linn County Fringe Area Plan and Agreement is now available for public review! The agreement will support the City's and County's efforts to direct urban (small-town) appropriate development adjacent to the City's existing development and to preserve agricultural land within the fringe area. The draft plan and agreement may be accessed here or in the "Documents" section of the project web page.
The City of Center Point Planning and Zoning Commission will review the plan and agreement on October 20, 2025, at 6:00 p.m., followed by the Linn County Planning and Zoning Commission on November 17, 2025, at 6:00 p.m. The Center Point City Council's review is tentatively scheduled for November 25, 2025, and the Linn County Board of Supervisors' review is tentatively scheduled for December 1, 2025. Center Point hosted an open house for the fringe area plan and agreement on Monday, June 16. Over 40 community members showed up to learn more about fringe area planning and agreements! Thank you to all participated. If you were not able to attend the meeting, the posters that were shared at the meeting are available under the Documents section on the right side of the page. The public input can be completed on this site through the Survey tab found on this page. The input form can also be printed from the Documents section of the page. The input form will be available through Sunday, June 22 Wednesday, June 25.
Concerns were expressed about the City's and County's plans to develop around Center Point and promoting the expansion of the City while unimproved land is available for potential development within the existing City boundaries (infill development). Participants also expressed the desire to maintain the small-town character of the community.
The fringe area plan and agreement will help to guide voluntary development in the County outside of Center Point. That is to say, it helps to define the process by which private developers will be directed through the County's or City's land use regulations as applicable. The plan does not include any projects with the City or County acting as a developer. The coordination between the County and the City will facilitate development that is appropriate for the area each development is proposed in. The fringe area plan and agreement will help Center Point to maintain its small-town character if growth and development occur, and development in the County will occur per the vision described by its future land use map and development regulations.
