The City of Urbana has partnered with ECICOG to update the City's comprehensive plan. The City and ECICOG will conduct outreach in the community to develop a vision for the community over the next ten years. City residents and business owners will have several opportunities to weigh in to help define the vision. The updated plan will provide guidance to City leaders for growth and development that is consistent with the community's vision.

The planning process is estimated to take approximately 12 months. Community members will find project updates and ways to be engaged, including event information input activities, at this site. Community input is critical to ensuring the plan reflects the priorities of residents. We would love to hear from you!

    The Urbana community survey is live. Paper copies will be mailed to all households, or it can be taken online on this project web page. Please submit only one response per person, but multiple responses from households with multiple members is fine/greatly appreciated! The survey will be open through September 28, 2026. A print version of the survey is available under the "Documents" section of this page or can be picked up at City Hall or the Library. Survey responses will be kept confidential. To respond anonymously, complete and return a paper copy.

    What is a Comprehensive Plan? A comprehensive plan is a general, long-range plan for the community that expresses a vision for the future and goals, objectives, and policies that support the vision. Comprehensive plans cover topics such as economic development, parks and recreation, infrastructure and transportation. They are the basis for land-use regulations and can help communities justify grant funding requests.

    Who is ECICOG and what is their role? The East Central Iowa Council of Governments (ECICOG) is a non-profit regional planning agency formed by Johnson, Linn, Benton, Iowa, Washington and Jones counties. ECICOG staff will facilitate the planning process and draft the comprehensive plan document.

    What is the role of the plan steering committee? The planning committee was formed under the direction of the City administration and includes community leaders from businesses, nonprofit organizations, government, advisory boards, etc. The planning committee will meet several times during the planning process to provide guidance to ECICOG staff, promote outreach and participation, and review draft documents.

    What is the process to complete the plan? The planning process kicked off in December 2025. During that time, there will be a community survey, Visioning Workshop, stakeholder interviews, and possibly other engagement activities. Once the plan is drafted, it will go before the Planning and Zoning Commission and City Council for review and approval. The process is anticipated to be completed in early 2027.

    How can I get involved?

    • Complete the community survey and encourage others to do the same!
    • Attend the Visioning Workshop Monday, September 14, 2026, between 6:00 p.m. and 8:00 p.m. at the Community Center.
