What is a comprehensive solid waste management plan? This plan identifies and evaluates current waste management practices and efforts to meet waste reduction goals in the region. This plan must be updated every five years and submitted to the Iowa Department of Natural Resources for approval. All cities and counties in Iowa are required to participate either individually or jointly as a planning area.
The 2023 - 2028 Regional Comprehensive Integrated Solid Waste Management Plan for the East Central Iowa Council of Governments (ECICOG) Solid Waste Planning Area is complete and approved by the Iowa Department of Natural Resources. The planning area includes Benton, Iowa, Johnson, Jones, Linn, and Tama County.
Iowa's goal is to reduce the amount of materials in the waste stream, existing as of July 1, 1988, by an intermediate goal of 25%, and by a final goal of at least 50%, through waste reduction at the source and recycling. The ECICOG region FY2022 goal progress calculation is 27%.
We want residents, businesses, and local officials to be informed and provide input! All plan documents and opportunities for input are available here.

If you live in Benton, Iowa, Jones, or Tama County, your solid waste commission is working with the East Central Iowa Council of Governments (ECICOG) to update the regional plan for reducing the amount of waste that's thrown away in the landfill. To identify opportunities for improvement and potential programs, we would like to know what you are currently recycling and what items you would like to recycle in the future. Please complete this short survey to share your thoughts! If you have questions, please contact Alicia Presto at alicia.presto@ecicog.org.
