RPA 10 is working to complete the region’s first Active Transportation Plan. The Plan focuses on the non-automobile transportation network, including bicycle and pedestrian facilities. The Plan is designed to allow people to move independently within their community, and to experience the landscape between communities for travel or recreational purposes.  About RPA 10: RPAs conduct transportation planning for non-metropolitan areas in the state of Iowa, while urban areas are served by Metropolitan Planning Organizations (MPOs). RPA 10 includes Benton, Cedar, Iowa, Johnson, Jones, Linn, and Washington Counties.The Cedar Rapids and Iowa City areas, shaded to the right in green and dark blue respectively, are served by MPOs (Corridor MPO and the MPO of Johnson County) rather than by the RPA. However, the RPA always takes the entire region’s transportation needs into consideration when planning. Active Transportation Survey: RPA 10 is developing an active transportation plan and is seeking your input about opportunities for walking, running, and cycling in our region.Click Survey below if you have input about or use any of the above transportation options. RPA 10 Active Transportation Plan

The TIP is a comprehensive program of transportation improvements within the <a href="https://www.ecicog.org/rpa10" rel="noopener noreferrer" target="_blank">Region 10 Regional Planning Affiliation (RPA 10)</a> transportation planning area, including the counties of Benton, Cedar, Iowa, Johnson, Jones, Linn, and Washington. This document includes both short- and long-range projects for multiple modes of transportation: street and highway, transit, rail, bicycle, and pedestrian. All transportation projects in RPA 10 area receiving federal or state funding must be programmed in the TIP. This document does not include projects in the metropolitan areas of Cedar Rapids and Iowa City. For projects in those areas, refer to the programs prepared by the Corridor MPO and the MPO of Johnson County.The public comment period is open through June 23, 2023. The City and ECICOG will conduct outreach in the community to develop a vision for the community over the next ten years. City residents and business owners will have several opportunities to weigh in to define the vision. The updated plan will provide guidance to City leaders for growth and development that is consistent with the community&#39;s vision.

East Central Iowa Council of Government (ECICOG)&rsquo;s Hometown Pride program brings neighbors together to build a sense of community, create and improve public amenities and celebrate what makes our hometowns great. Participating communities in East Central Iowa are: Center Point, Hills, Shellsburg, Springville and Walker. These five communities have a Hometown Pride team of local volunteers who work together to identify and complete projects that will improve the quality of life in their town and boost community pride. ECICOG Hometown Pride is part of a state-wide network of Hometown Pride programs across Iowa.

The Public Participation Plan (PPP) for RPA 10 and CorridorRides outlines the methods for incorporating public involvement into RPA 10 and CorridorRides activities. Public input is a vital component of any government endeavor. The goal of this plan is to identify ways to provide all citizens of the region an opportunity to voice their opinions and express their concerns regarding multimodal and intermodal transportation planning, programming, and initiatives.The public may comment on the draft PPP during a 45-day comment period. The public comment period closes on December 15, 2022. ECICOG also serves as the administration agency for the regional transit system known as CorridorRides.

Hills Hometown Pride

We are currently in the process of updating the Regional Comprehensive Integrated Solid Waste Management Plan for the East Central Iowa Council of Governments (ECICOG) Solid Waste Planning Area. The planning area includes Benton, Iowa, Johnson, Jones, Linn, and Tama County.What is a comprehensive solid waste management plan? This plan identifies and evaluates current waste management practices and efforts to meet waste reduction goals in the region. This plan must be updated every five years and submitted to the Iowa Department of Natural Resources for approval. All cities and counties in Iowa are required to participate either individually or jointly as a planning area.Iowa&#39;s goal is to reduce the amount of materials in the waste stream, existing as of July 1, 1988, by an intermediate goal of 25%, and by a final goal of at least 50%, through waste reduction at the source and recycling. The ECICOG region is currently being calculated by the Iowa Department of Natural Resources.We want residents, businesses, and local officials to be informed and provide input!
