What is a Comprehensive Plan?

    A Comprehensive Plan is a document that presents the vision of what a community wants to be like on many topics in 20 years. The City of Lisbon is preparing this document to guide its actions across through 2041. Some of the topics in the plan include where new buildings will go, how people will get around, taking care of the environment, and what can be done to help businesses.

    A Comprehensive Plan will help the City of Lisbon know where to put its time and energy to meet the needs of the community. Having a document that outlines what people want will help the City of Lisbon convince other entities, such as the State of Iowa and federal agencies to help achieve those goals.

The Comprehensive Plan is stronger when more people participate because the plan's ultimate goal is to help deliver what people want. Therefore, the plan must present an understanding of the community's desires.

    What is ECICOG?

    ECICOG stands for the East Central Iowa Council of Governments. It provides professional planning, programming, and technical assistance to cities, counties, businesses, community organizations and individuals in Benton, Cedar, Iowa, Johnson, Jones, Linn, Washington, and Tama Counties.
