The East Central Iowa Council of Governments is coordinating the development of the East Central Iowa Climate Action Plan. The planning area includes Benton, Iowa, Johnson, Jones, Linn, and Washington counties. All information, progress updates, feedback opportunities, and documents for this planning effort will be posted on this website.

Priority Climate Action Plan

The first step in the planning process is to develop a Priority Climate Action Plan (PCAP) that identifies near-term, high-priority, implementation-ready measures to reduce greenhouse gas emissions. The PCAP was published and submitted to the EPA on March 1, 2024. With a completed PCAP, cities and counties in the planning area are eligible to apply for CPRG implementation grant funds to complete shovel-ready projects identified in the plan. CPRG implementation grants are due April 1, 2024.

Comprehensive Climate Action Plan

The second step in the planning process is to develop a Comprehensive Climate Action Plan (CCAP). The CCAP will include near- and long-term greenhouse reduction measures that are based on a comprehensive greenhouse gas inventory, emissions projections, and targets in all key sectors. Key sectors include electricity generation, industry, transportation, buildings, agriculture, natural and working lands, and waste management.

The East Central Iowa Council of Governments has received financial support from the US Environmental Protection Agency (EPA) under the Climate Pollution Reduction Grant Program. The planning effort is funded with two Climate Pollution Reduction Program (CPRG) planning grants combined to develop one regional plan.

  • East Central Iowa Priority Climate Action Plan Project Feedback and Submission Form for Cities, Counties, and Organizations

    The East Central Iowa Council of Governments is preparing a regional Priority Climate Action Plan for Benton, Iowa, Johnson, Jones, Linn, and Washington counties. A Priority Climate Action Plan includes priority projects for reducing greenhouse gas emissions in the region. Projects must be identified in the plan for cities, counties, and other public bodies (28E organizations, special districts, etc.) to apply for a Climate Pollution Reduction Grant Program (CPRG) Implementation Grant. Applications are due April 1, 2024, and projects will be awarded in October 2024.


    This form is an opportunity for cities, counties, and organizations to indicate support for project ideas from existing plans and programs in the region and/or propose new project ideas. Since the plan is an eligibility requirement for the CPRG Implementation Grant, the final Priority Climate Action Plan will only include shovel-ready projects that cities, counties, and/or other public bodies are willing to apply for funds to implement as soon as October 2024. Long-term projects may be included in a Comprehensive Climate Action Plan that will be developed starting in summer 2024.
